Most international students will apply for a 485 visa after graduating. The 485 visa will be granted for 18 months, 2, 3 or 4 years, depending on your academic qualification. Some international students will have found an employer to sponsor them on the 482 visa. The 485 and 482 visa are the most common visa types prior to applying for a 491 visa. In addition, student visa holders may also apply if they have a positive skills assessment.
No. Only the Queensland Government has a specific policy that encourages international students to buy a business and then apply for a 491 visa. However, other states will also support applications for 491 where applicants have demonstrate economic benefit to the regional area. The benefit of buying a business and then working in that business is to control your own destiny in respect of employment. If you have 1 year Australian work experience in your relevant occupation, e.g. Takeaway Restaurant Manager, then most students will qualify for the 491 visa.
The 491 visa was introduced in November 2019. Each State determines its own policies to award State Nomination. Queensland was the first state to introduce a Small Business Owner policy. Other states are currently designing their state nomination policies.

Do not be concerned. There is no requirement to have a long history of success in business. There is no requirement for you to actively manage the business every day. The key requirement to be eligible for the 191 visa is that you work in the business, that business is in regional Australia and you are paid at least $53,900 per year for 3 years. Managing a small business is difficult at the beginning but you will soon get familiar with how to do it. That is why JADE provides different levels of support.
